MFSI-II Assisting Berdiansk to Implement Participatory Budget
  On 17 October, the Institute for Budgetary and Socio-Economic Research (IBSER), working under USAID Municipal Finance Strengthening Initiative (MFSI-II) Roll-out Project, and the Berdiansk City Council conducted a roundtable Implementing Participatory Budgeting in Berdiansk. The event was chaired by City Mayor Volodymyr Chepurnyi. More than 40 persons took part in the roundtable, including representatives of City Council, nongovernmental organizations, independent experts, and the media.
   Presented at the event was a Citizens’ Project electronic system developed as part of MFSI-II Project. On 17 October, the system successfully went online ay the Berdiansk City Council official website: https://berdiansk.pb.org.ua/. The Citizens’ Project system allows residents to submit their own projects intended to improve life of local community in any city of Ukraine. The projects to win the most votes of local residents will be implemented at the expense of municipal funds. The Berdiansk City government will allocate UAH 1.5 million for implementation of such projects in 2017.
    Director General of IBSER, Vyacheslav Zubenko speaking at the event, explained that both the methodology and software of the Citizens’ Project electronic system were developed as part of MFSI-II Project. On a competitive basis, the project has selected 14 Ukrainian cities, which will receive this electronic system to use for implementation of participatory budgeting. The Project team is working with each city separately to address any special circumstances for implementation of participatory budget and adapt the system for concrete needs of individual cities.
