Energy Conservation: The Priority Task for Budget Institutions

On 19 September 2014, the Municipal Finance Strengthening Initiative (MFSI-II) Roll-out Project delivered a topical seminar on Financial Mechanisms for Improving Energy Efficiency in the Budgetary Sphere.
The Project gave the seminar to energy efficiency specialists from the cities of Kyiv, Slavutych, Kryvyi Rih, and Kamyanets'-Podilskyi. Content included an updated system of monitoring and evaluating the efficiency of energy expenditures and a mechanism for implementing a system of financial incentives for savings in energy resources.
The specialists received recommendations regarding the principles and procedures for calculating the budget funds saved in payments for energy carriers and possible ways to account and use such funds.
Representatives from Slavutych, Kryvyi Rih, and Kamyanets'-Podilskyi shared their experience of implementing and operating energy monitoring schemes in their respective cities. The specialists took an active part in discussing the proposed system, and shared their own experience in the field of stimulating energy efficiency and energy conservation.
Based on the results of this event, proposals have been prepared and recommendations developed to enable cities improve the level of energy conservation in the budgetary sphere and promote a more transparent and efficient use of local budget resources.
