Discussion of issues related to generation of local budgets 2010
On 29 September, 2009 IBSER experts participated in the meeting related to generation of local budgets 2010, which was held with the Budgetary Committee of Verkhovna Rada of Ukraine in order to discuss budgetary issues with the participation of representatives of the Ministry of Finance of Ukraine and the Institute of Budgetary, as well as All-Ukrainian Association of Village and Local Councils, Ukrainian Association of Local and Regional Governments and other NGOs.
Generally it was mentioned that the draft budget has been developed on the basis of the recent version of the Budget Code of Ukraine, in which development IBSER took an active part. Participants also estimated intergovernmental transfers from the state budgets at all levels budgets to initiate the decentralization process.
It should be noted, that all IBSER proposals concerning the Budget Code were taken into account. However, upon follow-up revision of the draft law on the State Budget of Ukraine 2010 it was determined that calculations made by the Ministry of Finance should be improved. In particular, based on discussion findings the participants proposed to make more realistic calculations of local budgets revenues and expenditures, eliminate maladjustments occurring some places and related to indeterminacy of villages hospitals, process more actively with branch ministries standards for budget services in order to develop such services social standards.
