34 towns to participate in the USAID “Municipal Heating Reform” Project have been selected

     On 22 September, 2009 at the second meeting of the Committee for selection of towns-partners under the USAID “Municipal Heating Reform” project (MHR), in which IBSER experts also participated, 34 Ukrainian towns were selected to participate in this project. Final decision concerning the winners was made on the basis of the detailed consideration of applications submitted by 92 towns that had expressed their willingness to take part in the contest and sent relevant set of documents by 10 September, 2009. 
     Active cooperation with MHR project and work under this line is carried out by IBSER within the framework of MFSI project, in particular its component concerning support to 5 pilot towns in financial planning and optimization of energy saving and economic development municipal plans, stringing their infrastructure development strategy with appropriate financial planning.
     Applications for participation in the contest were considered by the members of the selection committee, including: International Resources Group, Alliance to Save Energy, Research Triangle Institute, Local Development Institute, Association of energy-efficient towns of Ukraine and project partners – Ministry of Housing and Communal Services of Ukraine, Institute for Budgetary and Socio-Economic Research and Association of Ukrainian Cities. 
     Upon selection of the winners the committee members followed such criteria as: demonstration of interests and willingness of the senior municipal management to cooperate and implement transparent and effective reforms in the area of heating supply; condition of energy issues management in relevant town; condition of municipal energy plans; promotion of development of association of multifamily houses co-owners; kind of heating supply; condition of a town budget; participation of public organizations; town size and location; town history in terms of participation in international projects; participation in public private partnerships.
     Based on findings of applications consideration there were selected towns, which demonstrated the most important motivation, commitments and capacities to introduce positive changes in the area of heating supply. 
     The winners list: Alchevsk, Vinnytsa, Voznesensk, Dzhankoy (АRC), Dolyna, Evpatoriya (АRC), Ivano-Frankivsk, Kamianets-Podilskyi, Kovel, Komsomolsk, Korosten, Kramatorsk, Krasnoperekopsk (АRC), Kremenchuk, Kupiansk, Lutsk, Lviv, Mohyliv-Podilskyi, Myrgorod, Hikopol, Novograd-Volynskyi, Pavlograd, Poltava, Romny, Rivne, Simferopol (АRC), Slavutych, Rubizhne, Kherson, Khmelnytskyi, Chervonograd, Chernivtsi, Chernigiv, Chuguyiv. 
     Cooperation between MHR project and towns-partners is planned for 3 years. As a result of cooperation there will be held an analysis of condition of heating supply systems in the towns, energy plans and relevant regulatory framework will be developed, technical specifications of accounting tools will be determined, energy efficient technologies will be introduced and monitoring of these projects results will be carried out. Moreover, RMHS project will contribute to creation of associations of multifamily houses co-owners, co-owners associations and housing cooperatives and help to improve management and increase financial liability among house owners.
