IBSER Participation in the meeting of the TACIS project’s Steering Committee Board

     The meeting of the TACIS project Steering Committee “Support to development of mid-term strategy for development of the social payments systemwas held on 16 September, 2009 in the premises of the Ministry of Labor and Social Policy of Ukraine. Iryna Shcherbyna, the IBSER Director General, took part in this event as a member of the Steering Committee of the above project, which is implemented along with the agreement between Ukrainian Government and European Union. 
     The project purpose is to improve the strategic budgeting practice in the area of social policy and development of a tool, which will help to ensure solution of information and forecasting tasks in the long term decisions making area.
Representatives of the World Bank, Ministry of Finance of Ukraine, Ministry of Economy of Ukraine, State Committee of Statistics of Ukraine, International Labor Organization, Ministry of Labor and Social Policy (as a core partner to the Project) also took part in the meeting.
     The main agenda items included coverage of essential stages (components) of the project, presentation of results of the 1st project component fulfillment, discussion of further plans and priorities of the 2nd stage of fulfillment of the project task. In particular, there were discussed issues related to strategic budgeting, gathering and processing information, simulating and forecasting, as well as issues related to trainings and the need of public education campaign.
     Thus, Volodymyr Sarioglo, a key project expert, brought to the attention of the attendants the main tasks of the first component – data gathering and processing. In particular, among other achievements of the project there was specified simplification of access of the government officials and officers involved in the social policy planning to information which is important for that planning through creation of modern data system, which will include all necessary information indicators in the field of social payments and services, as well as labor market, demography, poverty etc. 
     In his report he also noted that the pilot version of such information system is expected to be developed by the end of 2009 with implementation to be started already in the first half of 2010 in the state institutions simultaneously with launching training courses related to that system use. Actually there has been already performed work related to identification of main information sources, specific features of information from each source have been defined as well as accessibility thereof, form and periodicity of delivery; special attention was brought to methods of statistic consolidation of data from different sources; moreover, work related to drafting training plans and programs concerning strategic planning of the social policy was launched and on the basis thereof there was held the first (from eight) training seminar in Yalta and so on.
     Within the second project component it is planned to develop a micro simulated model, which will allow simulating impact of social and economic reforms in the area of social policy on different households groups, information of which has been already gathered within the framework of permanent program “Household Living Conditions Observation”. As reported by Zoriana Medvid, a key project expert, development of “taxes-expenses” stimulation model was started during the reporting period and is expected to be finished in February 2010.
     After all speeches further stages of the project implementation were discussed. Each attendant had opportunity to pose questions to the speakers.
