The public in the Kharkiv and Sumy oblasts learns about the opportunities offered by the Extractive Industries Transparency Initiative
On 7 and 8 April, MFSI-II experts took part in three roundtables intended to disseminate information about the Extractive Industries Transparency Initiative (EITI) in the Kharkiv and Sumy oblasts. The events were organized by the Nova Energia NGO from Kharkiv, which is a sub-grantee of the MFSI-II Project for EITI implementation in Ukraine.
Representatives of the Nova Energia NGO reported about the status, problems, and prospects of the oil and gas sector in the Kharkiv and Sumy regions. In turn, MFSI-II experts shared information about the organization and support of EITI by USAID as part of the MFSI-II Project, the Initiative's advancement via the Multi-Stakeholder Group, and EITI benefits for the residents of extractive regions.
The participants in the events have discussed the opportunities of using the EITI tools for addressing the problems caused by operations of extractive companies, such as: worsening environmental situation; negative impact on human health, local infrastructure facilities. Among other things, the participants stressed the urgent need for adopting a bill on disclosure of information in extractive industries. Also, the participants underlined the need for a legislative resolution of the matter of fair distribution of financial revenues from gas and oil extraction, since all the rent payments are currently credited to the State budget, while the negative impact from operations of extractive companies concentrates in the extraction locations. The representatives of territorial communities shared their experience of collaboration with extractive companies and government authorities in the context of financial relations, problems, and success stories of their resolution.
The participants in the roundtables have agreed as to the need of establishing a constructive dialog between the local authorities, the public and extractive companies.
