Competition for Selection of Cities Finished

    As a result of the competitive selection of cities within the Municipal Finance Strengthening Initiative Roll-out (MFSI-II) Project supported by the United States Agency for International Development (USAID), the winners in 2015 are the following cities: Sumy, Komsomolsk, Chernivtsi, Artemivsk, Kirovohrad, Berdichev.
   One of the tasks of the MFSI-II Project involves the development and introduction of the financial practices to promote energy efficiency in 15 selected cities. As part of this task, it is envisaged to assist the selected cities in attracting additional financial resources, including resources of the private sector, banking sector, and international financial institutions for implementation of their energy saving projects.
   In order to prepare the cities for collaboration with donors, creditors, and investors, the cities will be assisted in:
- building a well-founded system of planning energy efficiency programs based on a system for monitoring municipal energy costs with due account for the Performance Program Budgeting method;
- developing and introducing the mechanisms of financial incentives for energy conservation within the framework of the existing legislation;
-  developing and introducing a system of monitoring and evaluation of efficiency of budget expenditures for utilities and energy;
- building capacity of communal service enterprises to conduct a modern financial analysis and planning to support their strategic and annual planning documents and implement the monitoring and evaluation of energy performance projects.
   For a city to participate in the MFSI-II Project, a Memorandum of Cooperation will be concluded between each city and IBSER, which Memorandum will include city's consent to:
- provide all the materials needed for analyzing city’s energy expenditures;
- participate in developing and implementing a system for monitoring of energy expenditures and financial incentives to promote the creation of effective energy saving systems in the budgetary sphere;
- ensure participation of the staff of City Councils, City Executive Committees, City State Administrations in the trainings on using the system for monitoring of energy expenditures, and participation of the staff of communal service enterprises in the trainings on implementing the monitoring and evaluation of energy saving projects and financial and economic justification of strategic and planning documents, in particular, with regard to energy efficiency;
- ensure participation of city representatives in roundtables, conferences, working meetings, study tours, and other events to be organized by IBSER as part of implementation of the energy components under the MFSI-II Project;
- appoint a contact person who will be responsible for cooperation between the city and IBSER etc.
