Institute for Budgetary and Socio-Economic Research (IBSER) is seeking a qualified professional to fill the full-time position for the USAID Municipal Finance Strengthening Initiative Roll-out Project.

The project focuses its activities on the following:
- provide legislative, methodological and organizational support to central and local governments in order to expand PPB to all the local budgets in Ukraine providing legislative, methodological, and organizational support to central and local governments in disseminating PPB to all local budgets of Ukraine;
- enhance public awareness of the budgeting process, revenues and expenditures, support and promote the “Citizens’ Budget”;
- improve the internal audit methodology based on performance program budgeting (PPB) as a tool for preventing corruption in the budget process;
- strengthen PPB implementation for the state budget as a mechanism to reduce corruption in the public sector;
- assist in implementation of the Extractive Industries Transparency Initiative (EITI) in Ukraine.
Objective
The main task of the PR-manager is to disseminate project achievements and success, organize public events, work with mass media, prepare promotional materials and support partner relations with stakeholders.
Requirements:
- University Degree, preferably in journalism
- 5+ years of working experience on the similar position
- Experience in organizing public events and working with mass media
- Preferable experience with USAID projects
- Proven skills in news and articles writing and editing in Ukrainian and English
- Excellent communication and presentation skills
- Fluency in Ukrainian and English is a must
