Winner Cities to Implement Participatory Budgeting

   As part of the USAID Municipal Finance Strengthening Initiative (MFSI-II) Roll-out Project, IBSER held a competition for selection of the cities, which will receive assistance to implement Participatory Budgeting in 2017-2018.
   Based on the competition results, MFSI-II will provide support for implementation of Participatory Budgeting to the following cities:
  •  Lviv, Chernivtsi, Rivne, Khmelnytskyi, Berdiansk, Kramatorsk, and Melitopol - starting with the formation of 2017 city budgets; and
  • Zhytomyr, Baranivka, Ternopil, Romny, Okhtyrka, Vilnohirsk, and Zhovti Vody -  starting with the formation of 2018 city budgets.

   The city councils of the winning cities will implement a mechanism of public participation in the budget process, which is known internationally as the Participatory Budgeting. The Participatory Budgeting means an open dialog between the city government and city residents with regard to allocation of a part of municipal budget by citizens through their submission of projects intended for improving the comfort of living in the city and selecting such projects by open ballot. The projects to gain the highest support from the residents will be implemented at the expense of the city budget.
